My themes and plugins do not contain translations, because they support the so called WordPress language packs. Translation is being done online. A language pack for a specific language is created as soon as 90% of the strings is translated (and approved) at some point in time. A new or updated language pack will be installed automatically, or you will be notified via the update page in your site’s dashboard. The language pack files are stored in the /wp-content/languages folder of your WordPress install. Translations will be loaded automatically if they match your Site Language.

For plugins each language (locale) contains multiple sub-projects.
- The Stable (latest release) sub-project of a locale is the one that contains strings of the latest version of the plugin.
- The Stable Readme (latest release) sub-project contains strings of the readme (info) file of the plugin.
The content (translation) of this file is also displayed at the (localized) WordPress plugin page.
Nice to translate this one, but the strings of the plugin itself have priority.
